Algeria is preparing for a new development phase for the El-Hajjar steel complex in Annaba, with the participation of China's Baowu Steel Group in plans aimed at improving the plant's future production structure and enhancing its competitiveness.
Discussions are focusing on modernizing steelmaking operations, increasing efficiency, and boosting the use of local raw materials. Instead of focusing solely on existing equipment, the project is expected to involve a comprehensive restructuring of the Annaba plant and the production of higher value-added steel products.
China's Baowu Steel Group is expected to present a technical framework by the end of September 2026, which could form the basis for future investment and cooperation between the two sides.
This initiative is part of Algeria's broader efforts to strengthen the links between local iron ore resources, domestic steel production, and downstream industries, while supporting greater self-sufficiency in steel supplies in the long term.
